Is the PNDE compulsory for all governments?

It is an obligatory reference of guideline nature. Article 72 of Law 115 of 1994, or General Law of Education, establishes that: "the Ministry of National Education shall prepare in coordination with local entities, at least every ten years, a Ten-Year Education National Plan which will include the corresponding actions to comply with constitutional and legal regulations on providing education services. The plan will have a guideline-like nature, will be permanently assessed and revised, and it will be considered part of the national and regional development plans."
